The Island’s registries and their standing

Shipping, aircraft, corporate and domestic registers, with dated comparisons.

RESEARCH DATE / 29 October 2026RESEARCH CATALOGUE

Research checked on 29 October 2026 for the Isle of Man AI and agentic-economy strategy.

The Island has several internationally marketed registration services, a wider set of corporate and regulatory registers, and domestic civil and asset records. There is no single comparable global ranking across these functions. Fleet size, inspection performance, customer-service awards and industry reputation answer different questions.

This catalogue covers the principal registry families identified in this research. It is not a certified census of every statutory administrative register, internal departmental list or professional membership roll. Categories and subregisters should not be added together as though each were a separate institution.

Shipping and aviation

The shipping service registers vessels, rather than ports. Its four available ports of registry are Douglas, Castletown, Peel and Ramsey. Ship Registry registration FAQs

Merchant ship registerInternational ship registration and associated ownership and mortgage recordsThe registry's 2025 annual report reports 20th globally by gross tonnage, with 11.94 million gross tons. This is a dated registry-reported size ranking. The 2024 enterprise plan's older Clarksons-based description was 19th. 2025 report, printed p 9, 2024 plan
Shipping flag inspection performanceInspection and detention outcomes for the flag, rather than sizeParis MoU's 2025 performance list places Isle of Man 17th, with 362 inspections and six detentions during 2023–2025. Lists apply from 1 July 2026. This is a regional port-state-control comparison of assessed flags, not a universal quality or market-share ranking. Performance table and effective date and method

For an additional shipping-size comparator, UK Department for Transport statistics place the combined Crown Dependencies 17th by trading-fleet deadweight at end-2025, with Isle of Man accounting for over 99.9% of their deadweight. This is a close proxy for Manx scale, but remains a grouped figure, not a separately published exact Manx rank. The measure covers trading vessels of at least 100 GT; it differs from fleet count and gross tonnage. DfT 2025 fleet statistics published February 2026

The Ship Registry's 2025 annual report records 800 vessels: 301 merchant ships, 318 pleasure yachts, 30 commercial yachts, 59 fishing vessels and 92 small ships. The same report cites Paris White List 25th and Tokyo White List 8th as its reporting-period figures. Do not substitute the report's older Paris position for the newer Paris MoU list effective July 2026. Its 20th-place gross-tonnage ranking also differs from the DfT grouped deadweight comparison. 2025 annual report, printed p 9

Corporate and ownership registries

The Companies Registry's official directory lists the following categories. Its introduction says eight distinct registries, while its visible menu contains nine categories including credit unions; this catalogue retains the names rather than repeating the inconsistent total. No consistent global ranking was established for any of these individual registers. Official registry directory

  1. Companies under the 1931 legislation.
  2. Companies under the 2006 Act.
  3. Limited liability companies.
  4. Foreign companies.
  5. Business names.
  6. Limited partnerships.
  7. Foundations.
  8. Industrial societies.
  9. Credit unions.

Companies Registry also provides a beneficial-ownership database and processes company charge and mortgage filings. Beneficial ownership and corporate security filings are associated records, not extra company populations. There is no general comparable world league table for either. For patents and trade marks, the Island is not operating a separate internationally ranked registration office comparable to its aircraft register. Government and UK IPO guidance describe the UK registration framework applying to the Island. IP ownership through a Manx company must be distinguished from registration of the right. These establish permission or oversight status rather than title to an internationally mobile physical asset. No consistent current worldwide registry ranking was established for them.

Ranking an insurance domicile, financial centre or gambling market is a separate exercise requiring premiums, assets, business volume or a specified competitive index. A jurisdiction's reputation does not establish a ranked registry.

Implications for the agentic economy research

The developed strategy sets out proposed markets, accountable delegation, data governance and delivery gates. The legal map identifies underlying Acts and instruments, downloaded copies and remaining gaps; it is not a complete certified collection of current registry law.

The useful connection is institutional design: identifying an asset or entity, identifying responsible parties, recording interests, establishing operational requirements and keeping records current. Ships, aircraft, companies, domains and data each implement different parts of that pattern.

A research hypothesis is that some of these capabilities could support accountable delegated AI activity. Possible subjects include agent identity, principals and authority limits, changes of control, audit evidence and recorded security interests. These are proposed research directions, not existing Manx agent registers or established legal effects. Comparative demand, enforceability, international recognition, operating competence and economic additionality would need testing.

The next evidence gaps are a current independently dated global aircraft size ranking; independent corroboration and a 2026 update of the registry-reported 2025 Manx shipping size rank; comparative yacht data; live Data Asset Register launch and population evidence; and a department-by-department statutory inventory if every administrative register is required. The available evidence supports an international maritime and aviation registration business, but does not support assigning a global numerical position to every register.
